AP 2435 Evaluation of President/Superintendent - Administrative Procedures, Chapter 2 Board of Trustees

The President/Superintendent performs a written self-evaluation near the end of the academic year. The evaluation is based on the achievement of the President/Superintendent's goals as identified and agreed upon during the previous Board Planning and Evaluation Retreat. The self-evaluation may also include descriptions of professional activities, professional development, and overall assessment of job performance. The President/Superintendent submits the self-evaluation to the Board at the time an electronic survey on his/her performance is sent to them for completion. This survey is conducted through an external service (ACCT) and is based on good practices as identified in Handbook on CEO-Board Relations and Responsibilities by George Boggs, ACCT, and Accreditation Standard IVB2 related to CEO responsibilities.
At the Board Planning and Evaluation Retreat held during the summer following the academic year, the Board participates in a facilitated closed session discussion about the results of the survey. The President/Superintendent is excused during this discussion. Once this discussion is concluded, the President/Superintendent is invited to return to the meeting and discuss the conclusions of the board regarding his/her performance. The Board discusses the results of the survey and makes recommendations to improve performance.
In preparation for this meeting, the President/Superintendent drafts a list of topics as potential CEO goals for the coming year. The Board and President/Superintendent identify 4-5 president goals to be addressed in the coming year. Following the meeting, the President/Superintendent words the goals to assure they are specific, measurable/observable, achievable, relevant, and time-bound. The goals are typically accompanied by action plans which list specific tasks that facilitate the achievement of the goals. These goals are provided to the Board in final form in closed session in a subsequent board meeting. The evaluation and goals are referenced in the President/Superintendent's employment contract and are the basis for negotiations and changes to it.
The President's goals and the Board's goals for the following year are developed mutually at the conclusion of the Board self evaluation, which is conducted during the open session portion of the retreat.
