Ohlone Community College is looking for its next Vice President of Administrative Services.  This is an exciting time for Ohlone and you  will want to be part of our innovative and continuously improving environment. The ideal candidate is an effective leader, both strategically and operationally, who will guide short and long term financial planning to ensure the college’s ability to meet its mission.  An innovative thinker who works well in a collaborative and diverse environment, the candidate will be able to communicate key issues clearly to facilitate decision making and promote understanding.  The candidate will help to implement the college strategic plan and provide leadership and vision in the master planning process.

Position

Under the direction of the President/Superintendent, the Vice President of Administrative Services serves as the chief financial officer of the District, providing leadership for the District’s business and financial services and the District’s budget.  The Vice President oversees operations of the college’s facilities including planning and development, grounds and maintenance, and information technology. In addition, the Vice President recommends and develops policies and operational procedures related to college goals and strategic planning, local taxation, state financial support, federal funding, and other sources of revenue. The Vice President is an active participant in college-wide shared governance committees and may serve as a chair and/or co-chair of budgetary, operational, and/or planning committees.

Ohlone College is a multi-campus single college district, serving the cities of Fremont, Newark and Union City located in the southeast area of San Francisco Bay.  Enrollment is 12,000 per semester.  The student population and surrounding communities represent a highly diverse population. The College is named for the native population living in the area when Mission San Jose was founded.  The Fremont campus is located just south of the historic Mission San Jose.  The Newark Campus is located near Interstate 880 and emphasizes programs in health, environment, and technology.

Duties and Responsibilities

Ensuring fiscal integrity of the District and proper expenditures of all District funds;

Assisting the President/Superintendent in formulating business polices to be recommended to the Board of

Trustees and advising the President/Superintendent on legal aspects of fiscal operations;

Overseeing the development and implementation of the District’s annual budgets;

Developing and presenting financial data, budget updates, and other pertinent information for the Board of Trustees and other constituent groups;

Preparing financial reports as required by the State Chancellor’s Office, Governing Board, and State offices;

Overseeing all District facility operations including sustainability and energy management, grounds, custodial, maintenance, transportation, and facility usage;

Overseeing the upkeep of all District buildings, property, and equipment;

Overseeing the District’s facilities planning, construction projects, and deferred maintenance programs;

Ensuring adequate insurance coverage of all District property and personnel;

Overseeing the annual District audit and the implementation of the auditor's recommendations

Assisting the President in budget forecasting;

Supervising all maintenance and construction contracts and the District’s facilities development and building construction program, including preparation of all planning documents;

Coordinating architectural proposals for construction of new facilities or remodeling of existing facilities;

Performing other duties as assigned by the President/Superintendent

Minimum Qualifications

Education/Experience:  

  1. Master’s Degree in finance or related field and a minimum five years recent senior management level experience in business services or related fields.  Experience in a community college environment highly desirable;
  2. Understanding and commitment to the mission of the California Community Colleges;
  3. Evidence of understanding of and sensitivity to the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students and staff

Professional Knowledge:

  1. Demonstrated experience in applying effective leadership principles; expertise in the areas of interpersonal relations, planning, collaboration, issue analysis, risk management, operational effectiveness principles, and decision making tools;
  2. Experience in enterprise resource planning/ERP (preferably Colleague);
  3. Understanding of business processes and operations, grants and contracts, budgeting and resource management processes;
  4. Knowledge of accounting, financial procedures, State Education code, union negotiations procedures, bond program management, and contract management; knowledge of real estate transactions is highly desirable;
  5. Knowledge of applicable federal, state, and  local laws, codes, and  regulations

Professional Skills:

  1. Ability to assess needs, think strategically, solve complex problems, and analyze and interpret quantitative and qualitative information;
  2. Ability to communicate effectively and credibly orally and in writing; ability to speak effectively in public; ability to listen effectively;
  3. Demonstrated  high ethical standards in all interactions;
  4. Ability to write reports, perform standard mathematic calculations, and understand statistical concepts and their applications;
  5. Skill in managing projects, prioritizing and organizing work, delegating work, and supervising and training staff;
  6. Facility in using MS Office applications, particularly MS Excel and PowerPoint;

Professional Abilities:

  1. Demonstrated ability to communicate well at all levels of the college, foster good relations with campus constituents, work collaboratively and effectively with staff, peers, faculty, vendors, administrators, and students;
  2. Ability to stay flexible and open-minded at all times;
  3. Ability to manage resources when demand exceeds supply;
  4. Ability to act as teacher, facilitator, coach, and partner in creating cohesive teams; ethical in all matters; networks with others; able to bridge artificial boundaries between silos in the college organization

Other Requirements

A valid California driver's license.

Working Conditions

Duties are primarily performed in an office environment at a desk or computer terminal. Incumbents are subject to frequent interruptions and contact in person, on the telephone and through email with executive, management, supervisory, academic and classified staff, and the general public. Must travel frequently to other offices or locations to attend meetings or conduct work.

Physical Demands

Typically must sit for long periods, use hands and fingers to operate a computer keyboard, see clearly to read normal and fine print, speak clearly and distinctly to provide information in person or on the telephone, hear and understand voices over telephone and in person, and regularly lift, carry and/or move objects weighing up to 10 pounds. Must be able to remember key information and concentrate for long periods of time.

Employee paid: Medical, Dental, Vision, Life. You may opt out of our medical plan.  You are required to enroll in: dental, vision and life insurances. The district participates in the CalPERS medical program and offers: PERS Choice PPO, Blue Shield HMO and Kaiser HMO.  Dental is offered through Delta dental, Vision offered through Vision Service Plan (VSP), and Life insurance through UNUM

Other employee paid benefits (optional): voluntary additional life insurance; IRC Section 125 Flexible Medical and Dependent Care spending plans; 403(B) and 457(b) Tax Shelter Annuity plans; 403(b) Roth IRA plan

District paid: Long-term Disability (LTD) and Employee Assistance Program (EAP),

Retirement: Membership in the State Teachers’ Retirement System or the Public Employees’ Retirement System. For STRS, District pays: 8.25% of gross salary and employee pays: 8% of gross salary; and for PERS, District pays: 10.923% of gross salary and employee pays: 7% of gross salary.  The district paid amounts are subject to change.

Sick Leave: One day per month, accumulating indefinitely, if unused. All other Education Code leave benefits apply. 

Vacation:  Paid vacation at the rate of 22 days per year.

Summer Alternative Work Schedule: Summer 4/10 schedule (optional).

* Ohlone salary schedule includes approximately $9,991.99 to cover the cost of medical, dental, vision and life premiums.  Having these dollars included in your salary allows for a higher contribution to your STRS or PERS retirement account.  You may opt out of medical, but enrollment in dental, vision and life is mandatory.
