REQUEST FOR PROPOSALS
BOND PROGRAM MANAGEMENT SERVICES
(RFP NO. 820-11)

The Ohlone Community College District ("District") invites proposals from qualified and experienced individuals, firms, partnerships, corporations, associations, or professional organizations to provide comprehensive, professional program management services to the District. The successful candidate will be providing Program, Project, and Construction Management (PM/CM) services for the District's Measure G Bond Program. The scope of work will include, but not be limited to, coordination and oversight for all construction projects planned or underway in the District's Bond Funded Capital Projects Program, as well as day to day project management of the program. Services will include: designer procurement, scheduling, estimating, cost control and reporting, establishment of program standards and procedures, contractor procurement, project design and construction management, constructability review, claims avoidance, DSA project certification, and overall assistance with the management and coordination of associated services contracts, including but not limited to: environmental, geotechnical, architectural, engineering, special inspection, materials testing, LEED facilitation and Building Commissioning. All services shall be provided as part of an integrated PM/CM team which will include both District and Consultant staff. The current time frame for the bond program is approximately 15 years, but this may change over the course of the program. Services are anticipated to begin in the first quarter of 2011.

The District passed Measure G, creating an opportunity for a $349 million bond program to consist of a mix of modernization, repair and new construction projects. The District desires to contract with a highly experienced program management firm for a range of planning and program/construction management services and to provide an extension of and support to the District's staff for the projects noted above. The result of this engagement will be a comprehensive master plan reflecting the priorities, budget, and schedule for the Measure G bond program and daily program/construction management of the bond program. Further program management services may be assigned to the successful firm, as will be negotiated in the final contract.

The selected firm will not, as part of this contract, perform any design, inspections, or construction work as a general contractor or subcontractor, and shall not be allowed to self perform any trade work nor contract with affiliates to perform such work. The final contracted scope of work shall be negotiated with the selected firm based on the services proposed by the firm and/or required by the District.

This is neither a formal request for bids nor an offer by the District to contract with any party responding to this request. The District reserves the right to reject any and all proposals. All materials submitted to the District in response to this Request for Proposals shall remain property of the District.

Photovoltaic Solar Electric Generating Systems at Fremont and Newark Campuses -

Through this RFP, Ohlone Community College District intends to procure approximately 1.0 to 1.2 megawatts of solar photovoltaic systems at each of its two campuses in Fremont and Newark. The deadline for RFP responses is June 24, 2011, at 2:00 PM.

The mandatory site walk is being held on May 31, 2011, starting at 1:00 PM at the Fremont campus maintenance/warehouse building on Pine Street, just east of the Mission Blvd./Pine Street intersection. (Maps & Directions.)

A second and final abbreviated tunnel inspection opportunity will be held Wednesday, December 22, 2010 at 1:00 pm. Interested contractors should contact the Facilities Department at facilities@ohlone.edu for a reservation and meet in Building 7 first floor foyer. Project has been approved and State funding is secured. Plans and specifications are complete. Release has been delayed due to Emergency DIR rulemaking regarding Labor Compliance Programs. More as information becomes available.
